I believe there are 18 drivers (areas) in a business that must be near optimal to achieve goals on time, on budget, and with the highest probability of success.
I first calculate the current value of the enterprise compared to its potential value if the 18 drivers reached an optimal status.
I then create a strategy-based ranking of these 18 drivers from weakest to the strongest as shown in this report.

In this case, we determined that Recurring Revenue, Sales and Marking, and Growth were the first items that we needed to move to a much more optimal status.
This prioritization helps establish the focus, outline the discipline, and give power to the right areas at the right time.
